The Minority Map and Timeline of Europe (MMTE) is an open access interdisciplinary and interactive research tool that provides an impartial perspective and evaluation of minorities, minority issues, and minority-majority relations within all states and regions of Europe. The MMTE is an ongoing flagship project of the European Centre for Minority Issues, with the research and entry writing of the MMTE being divided into three phases.
The user interface of the MMTE website – based upon complementary interactive and detailed maps, timelines, and analyses – provides new, varied, and interconnected ways to interpret minority communities. The MMTE utilizes a visual and hands-on approach to present data and information to allow the user to better comprehend relationships and associations concerning minorities and the countries they are living in. To this end, the website is composed in a thematic format to promote consistency, uniformity, and comparison between entries.
The MMTE is an ongoing flagship project of the European Centre for Minority Issues. While first created in 2001 as the Ethnopolitical Map of Europe, in 2010 the project was reevaluated and redesigned to reach the widest audience today. Suitably, as an easy-to-use tool the MMTE provides current and credible quantitative and qualitative information on Europeʼs minorities for students and researchers; nongovernmental organizations and policy makers; as well as the informed public. The Minority Map and Timeline of Europe endeavours to act as a central clearinghouse website that provides information on minority communities in a timely, straightforward, and reliable manner. Additionally, the MMTE project is intended to help develop ECMIʼs own goals and projects to better understand minority issues as well as implement corresponding programmes.
The objectives of the MMTE are explicitly laid out in the project’s vision statement: The Minority Map and Timeline of Europe endeavours to act as a central web-based clearinghouse that provides interdisciplinary information on minority communities throughout Europe in a timely, straightforward, and reliable manner for students and researchers; nongovernmental organizations and policy makers; as well as the informed public.
In fulfilling this role as an even-handed and in-depth research tool and database, the MMTE aims at bringing together varied forms of research as well as researchers for the mutual understanding of Europe’s diverse societies. The MMTE project objectives relate to the optimization of information regarding minority communities and minority-majority relations, while the scientific objectives concern the academic goals of promoting innovative research on minority issues, broadly defined.

Extensive, authoritative information – concerning both conflictual and peaceful minority-majority affairs – is maintained through the four divisions of the MMTE Research Axis: Minority-Country Map, Minority-Country Timeline, Minority Portrait, and Country Portrait. Together, facts, synopses, and analyses are provided concerning both the minority communities and governments of the states of Europe. While more general information relates to the government’s relationship and approaches to the country’s minority communities, a more detailed examination concerns the circumstances and factors relating to select minorities. To provide a thorough and inclusive evaluation, the MMTE examines thematic divisions, with corresponding subcategories. Further explanation of the themes and categories can be found in the introduction of each division of the Research Axis.
The research and entry writing of the MMTE is divided into three phases. In the first phase, the Minority-Country Maps provide a sweeping examination of the countries and minority communities residing there. The second phase adds further details through the Minority-Country Timelines by highlighting key events and periods concerning minority-majority relations. The third phase comprises both the Minority Portraits and Country Portraits, which act together as a comprehensive evaluation of the state of affairs concerning the country governments and minorities.
Data, information, and analyses within the MMTE are provided at this stage in English. In time, further development of the project aims at including other languages to make the MMTE available to more persons as well as to highlight the diversity of Europe.
Through a team of interns, the four divisions of the MMTE Research Axis are investigated through both primary and secondary data collection. Following review by both the MMTE team as well as ECMI Senior Research Associates, the entries are published on the MMTE website. Information is updated in a similar fashion to ensure the inclusion of the latest changes and developments relating to the minorities and the countries.
The MMTE website is designed as an interactive research tool, providing users with a hands-on approach to present data and information. The Research Axis allows the user to select specific countries and minorities, while providing the user a quick way to move between the four divisions of the MMTE Research Axis. Help sections provide introductions, guides, glossaries, and acronyms for further explanation of the Minority-Country Map, Minority-Country Timeline, Minority Portrait, and Country Portrait.
As the MMTE is a part of the European Centre for Minority Issues, the project is overseen by an ECMI staff team made up of the Project Leader/Editor, Project Coordinator, Junior Research Assistants, and Project Assistants. The Project Leader/Editor is responsible for ensuring the operation of the MMTE, while reviewing research by the interns and team to guarantee the highest quality of analysis and presentation of information. The Project Coordinator liaises with the team of interns as well as coordinates and takes part in the review process. The Junior Research Associates and Project Assistants create entries, provide data, offer support to interns, assist in the review process, and publish the complete entries online.
Forrest Kilimnik (USA)
Following graduation from the joint Erasmus Mundus Master’s Course “Global Studies – A European Perspective” with his detailed thesis titled The War of Laws: South Ossetia’s Movement for Self-Determination Between the Russian and Georgian Fronts, Forrest Kilimnik joined the ECMI regional office in Tbilisi in April 2010. Following his internship, Forrest collaborated with Tom Trier, director of ECMI - Caucasus, and George Tarkhan-Mouravi, co-director of the Institute for Policy Studies in Tbilisi, in writing a monograph on Meskhetian Turks and their planned repatriation to Georgia. From October 2010 onwards, he has reconceptualized and redesigned the Ethnopolitical Map of Europe project as the new interactive Minority Map and Timeline of Europe.
Sonja Wolf (Germany)
Sonja Wolf is the project coordinator for the Minority Map and Timeline of Europe (MMTE) and the handling editor of the European Yearbook of Minority Issues. She also supports smaller projects such as workshop and conference organisation and fundraising activities, and she holds presentations for school classes and other groups interested in the work of the ECMI. Additionally, she conducts research concerning the minorities of the border region, especially focusing on their organizational framework and funding as well as empowerment processes.
Sonja Wolf holds a double Master’s degree in European Studies and Social Sciences from the Europa-Universität Flensburg and University of Southern Denmark and is pursuing a PhD, studying the added value of minorities in border regions under the supervision of Prof. Tove Malloy.
Caitlin Boulter (Australia)
Caitlin Boulter is a project and research assistant working on the Minority Map and Timeline of Europe (MMTE) and the Nexus of Old and New Minorities projects. She also works on various projects including the Centre’s collaboration with the OSCE on Bridge Building and Integration in Diverse Societies, and assists in editing the Centre’s textbook and other publications. She was the co-organiser of the ECMI Summer School 2017.
Caitlin graduated from the Erasmus Mundus MA Euroculture programme at Uppsala Universitet and Georg-August Universität, Göttingen in August 2015. She holds a BA in International Studies (Germany) and a BA in Communications (Media Arts and Production) from the University of Technology, Sydney. She will begin pursuing a PhD at the Berlin Graduate School of Social Sciences at Humboldt University, Berlin, in October 2017, examining the definition of (new) minorities in Europe from the perspective of media discourse and self-identification.
Aziz Berdyqulov (Tajikistan)
Aziz Berdyqulov is an alumnus of the OSCE Academy in Bishkek’s MA Politics and Security Programme. Azizzhon’s research interests include ethnic minorities, democratization issues, elections, international development and regional integration. Previously he was working as the Programme Assistant on the Good Governance and Anti-Corruption issues with the OSCE Office in Tajikistan.
He is currently working as the Project Assistant with the Minority Map and Timeline of Europe (MMTE). Azizzhon speaks English, Russian, Tajik, and Uzbek.
The European Centre for Minority Issues (ECMI) conducts practice and policy-oriented research, provides information and documentation, and offers advisory services concerning minority-majority relations in Europe. It serves European governments and regional intergovernmental organizations as well as non-dominant groups throughout. The Centre cooperates with the academic community, the media, and the general public through the timely provision of information and analysis.
ECMI sees human diversity as a European heritage and cultural pluralism as a great asset. Aiming to facilitate respect for diversity in all aspects of society, ECMI is committed to work for the improvement of the situation of Europe’s minorities through heightened awareness of minority rights and minority issues among all relevant actors. Realizing the immense scope of societal and global challenges of the 21st century, ECMI’s specific purpose is to provide actors with new knowledge and tool-kits that empower and equip them to mitigate differences and exchange views through constructive dialogue about how to build a peaceful and diverse Europe.
MMTE Research Internship, three full-time positions/one four-month internship period.
In collaboration with the Project Leader/Editor, Project Coordinator, and Project Assistants, interns will research and write upon one entry. Interns will have the opportunity to choose which country they would like to research upon, this being dependent upon if the entry has not already been completed. While interns may research upon a country they are not residing in, it is highly sought after that interns have very good knowledge of their chosen entry. Through both primary and secondary data, interns will write upon the general environment/relations of the country and government concerning its minority population as well as further examining major communities living throughout the country. Responsibilities will also include locating statistical data concerning population numbers for the interactive map. During the internship, interns will update other information when necessary as well as add information from the MMTE and links to relevant websites.
Out-of-house interns will generally be based in the country that is being researched upon for the entry. In-house internships are available for those residing in Flensburg. Internships are intended for junior scholars who have recently finished a second degree (i.e., master’s degree) in a pertinent discipline, and who have researched upon and have exposure to one of the regions, countries and/or minorities of the Minority Map and Timeline of Europe. As research will be performed out-of-house, it is important that the applicant is able to work independently and meet deadlines. For this reasons, interns must have regular access to a computer, a reliable broadband Internet access, be able to commit to a full-time workload, and be willing to use Skype and e-mail during the internship period. The intern must be organized and have excellent communications skills. Excellent English skills are required for this internship, while other language skills, particularly in the country of study, are extremely valuable.
Please provide a letter of motivation titled “MMTE Research Internship”, curriculum vitae, one reference (including contact details/e-mail addresses), and short writing sample (5–7 pages), which may be an excerpt of an academic paper (not edited by someone else) that demonstrates knowledge of the regions, countries and/or minorities (in general or upon the intern’s specific choice), or other relevant disciplines, as well as English language competence. Applicants should also provide a list of three entries they are interested in researching upon. Applicants that are not selected for the internship period will be entered in a roster for future internship possibilities.
